Panel Distortion

I welded up the unwanted holes on the bulkhead and then trieid to lead over them but ended up distorting the panel and it's stretched inwards.
There's little room to manoeuvre behind in the dash area and I've tried using a 'Shrinking Disc' and the blow torch and quenching method to no avail - any ideas how I might straighten out this section?

I think you will struggle to shrink back an area you have already welded up especially if you have used mig which has a harder wire, I would flatten it as much as possible then fill it flat.
