Ok
I can’t see anything like that on the pic I posted
I will try and clean up the area and have another look
I’ve only removed the rad so access is a bit limited

If your pulley does not have the orange segments then the ESM lock washer is no good. You must have a means of locking the washer to the pully otherwise the starter dog nut may come undone.
Alternatively you could do as I do and use Loctite Loc & Seal to secure the starter dog/nut. I use a cap headed bolt and special washer for securing the pulley with no lock washer.
Here is a Minor pulley on 'e' bay which shows the segment hollows.

Terry’s Chocolate Orange segment...
Is there enough room to tap it down after the starter dog is installed or do you deform it before it is screwed on ?

Tap the lock washer into place once you have the starter dog/bolt all torqued up.

Fitted the starter dog with no problem
However, I would need to be Popeye to spin this 1275 over
I may need to add a little more crank into my starter handle..

Try and obtain an early starting handle. Much better than the later bit of bent wire.

To turn the engine over, I recommend a cut off starting handle with a 1/2 inch drive socket extension welded to the other end so that you can turn the engine over with a ratchet handle. Its handy when setting the points or the rockers.
