This is the link to the BMIHT for the issuing of Heritage Certificates, which can be purchased to authenticate a 1966/67 Minor (and others).

Yes they cost money.
No the MMOC does not have access to this information to be able to issue it FOC or for a fee.
If you are unhappy with the structure of the MMOC or of any other classic car club or branch then get active, participate and contribute to effect changes. Alternatively you could start your own Club and attract like-minded owners (but don't forget the need to comply with legal obligations of the country you are in, and I also suggest you take out public liability insurance).

Ah but there was a degree of rationality which was skewed by a lunatic and very undemocratic electoral college system and Russian interference! I take your point though. Many people do not realise that a certain A Hitler was 'democratically' elected.
