Can I put a known good 1098 head on a 948 engine without modification, in other words is it a straight swap?

Straight answer - Yes.
The 12G202 head has a 26.1cc combustion chamber against the 24.5cc of the 948cc Minor head.
The difference is small enough not to make much of a difference.

I have been advised that this is a good modification as well. ive also been told that you need to skim 0.060" in order to increase the compression ratio otherwise it will struggle. this info has come from several people.

Whilst I agree it would be beneficial to skim the head to get the combustion chamber volumes to match - the head without a skim will fit and be of benefit on a 948cc engine as per the original question.

In the end I reconned the original head.
