I have had numerous issues in bleeding breaks over the years. Maybe I have been unlucky but in my experience it is not always as straightforward s as others find.
I think one issue I had for a long time was a bubble in the brake switch. To remove this you need to unscrew it and gently press down the pedel to fill up the union. Whil still depressed screw the switch back in. You obviuosly need 2 people for this. This resulted in exactly the symptoms you describe
I have also got more air out the front by depressing the brake pedal to preasurise the system and then opening the bleed screw. This removed a bubble on both sides from a bled system .
In extreme cases I understand you can unscrew the front backplate and rotate them. If you look at the configuration you can see that air needs to be forced down from the 1st cylinder to the second. Rotating the baxkplate allows the bubble to rise and so come out the system.

The pedal must ALWAYS be depressed -and then the nipple opened and closed - there IS no other way!
