If the paintwork is lacklustre but all there (eg. no wings of a different colour, or patches of primer here and there) then I would recommend spending a dull day with a coulour restoring polish. (eg colour magic or T-Cut-colour-restorer where you choose the nearest match for your car)
Once upon a time people used to 'T-Cut' a car, which was basically removing the top layer of oxide from the paint so it would shine again, but these days the modern polishes will chemically remove the oxide with a bit less effort.
The colour restoring polishes will also hide a lot of the scratches in the same way that black boot polish does on your every day shoes ;-)

I've used the polish from T-Cut on a number of cars and it did a fantastic job to make dreadful looking cars all shiny again.
However one thing it wont do is make 2 different colurs of paint look like they match!
If the paint is actually a different colour, then it'll need repainting. :-(
