quarterlights to main windowframe

Hello,

I notice there is a bit of a gap between the metal quarterlight frame and the metal main window frame in my front passenger door. Are these screwed together and, if so, which side is the head of the screw - the felt side in the main frame or behind the rubber side strip in the quarterlight?
