Spongy Brakes Question

Im just working on two rear axles for the travellers.

On my latest car the previous owner had recently fitted new cylinders.

You know the ones..they have a rubber band around them to hold them together for transport.

I reckon his brakes would have been very spongy...can you guess why?

Can't see it making the slightest difference - but must be a good band to survive!
