Tachometer

My milometer seems to have seized, it wil go up, up goes down very slowly. And someone has converted it very stupidily to kilometers, so my kilometermeter only goes as far as 90 kph, and lisa does want to go faster. I daren't maybe i'll break it, Can anyone help me fix it? Maybe the first is only up to the cold
