rear wheel cylinder

Hi
can anyone tell me please - does the rear cylinder need to slide in order to operate the upper shoe? If not, how does it function?

It doesn't have to slide very far at all, just enough to take up half the space between the shoes and drum.
Piston movement takes up the rest.
