I don't think the point of the restrictor is to raise the top oil pressure but to maintain it at lower revs.

Gauge pressure depends on the accuracy of the gauge and the strength of the relief valve spring. 60 or 70 is fine, in fact anything over 50 is fine on a HOT engine working hard of course. Cold oil readings are meaningless. And yes - as above - the restrictor will be most effective at low oil flow ie low engine speed.
