if its a standard axle 1098 then the handbrake should bolt on the small hole shown here on this rotted axle perch> I think replacements are available?

Yes - but it's not 'on top of the diff' !!! Probably a good idea to get all the oil out of the axle before welding....in fact probably a good idea to get the axle off the car.....

May well be less work and cash to swop the axle casing, they seem to be quite cheap and easy to find.
