Are they standard minor hubs or have they been converted to say disc brakes with taper hub bearings?
If they are standard Minor hubs the bearings should not fall appart but if they are taper bearings i.e Marina the centre part with the rollers can fall out leaving the outer part of the bearing in the hub.
Determine if standard or not standard is the first step.

That's the standard bearing http://simplybearings.co.uk/shop/produc ... _id=554005 If it 'fell out' then the hub is worn. You could try Loctite bearing fit. http://uk.rs-online.com/web/c/?searchTe ... octite_fit
