VED Classic Exempt Possible Problem/Query

Post by whyperion »

Cannot find a thread on this, just looked up the details on DVLA on a traveller I am hoping to get back on road.

I have a feeling this was either a MOD vehicle or something that has come back from Jersey ( it is a RHD ), or was something lying around in the factory for years ?

Date of First Registration 11 09 1975
Year of Manufacture 1964
Cylinder Capacity (cc) 1098cc
CO2 Emissions Not Available
Fuel Type PETROL
Export Marker N
Vehicle Status Unlicensed
Vehicle Colour GREY
Vehicle Type Approval Not Available
Vehicle Excise Duty rate for vehicle
6 Months Rate £74.25
12 Months Rate £135.00

Can I get the VED rate changed to classic exempt based on the Date of Manufacture ?

Yes, you can. You can't change it at the post office though, and you can't change it until you license it, so If I remember correctly you have to license it at a Local Vehicle Licensing Office the first time. Or you can pay the tax for a 6 month license at the normal rate and then get a refund.

That's as I remember it anyway. I tried to change our split screen to Historic when I tried to tax it the first time. Had to wait and do it by post at the LVLO.

I'm sure someone will correct me if I'm wrong....

Thanks , I am near a LVLO so will get it insured in Nov when it doesnt need an MOT. ( it wont be going very far , external and internal to rebuild , which would be easy , but the motorbikes are in the way of the doors/ wings/engine

I thought it was only motors built before 1960 that need no MOT

Yes, but he wants to prove it's pre 73 for free tax.

Yes - it needs to have an MOT, but it should not be necessary to pay any tax.

After my moggies rebuild, I went down to the local DVLA office with the fresh new MOT certificate, Insurance certificate, and the V5c. Pointed out (through my cheesy grin), I wanted it classified as 'HISTORIC' and not 'Private Light Goods' as the manufacturing date was 1953 (The first registered date said 1979). They gave me a form, I filled it in, handed it over the counter, they took my current V5c gave me a new tax disc for free and said my new V5c will be in the post. They then bid me good day. :D

Exactly as it should be - well done! And although the Trav in question is NOT MOT exempt - even if it was, the 'exempt' car needs to HAVE a valid MOT at November, to be exempt in future.....

Do you have a reference for this? I've not been able to find anything about the implementation of what was announced in May. so if I let the Mk VI MoT expire next week (because I'm not expecting to need to use it in the next few weeks), does that mean I forfeit the future exemption?

very good question, are all the nitty gritty details out yet? The DOT's site is lacking in detail, just the date 18th Nov,and that states the intention of starting from that date, clear as used oil

That's my understanding - a car that doesn't have an MOT in November will require to get one before it then becomes exempt in the future. This of course is to prevent folks with a 'mantlepiece ornament' log book - claiming free MOT and Tax for that log book. Making it much more 'ornate' in future......

Makes good sense , though means I will need to weld the corner on the 4 door one now before I can get VED on it.

I'm lead to believe that if your car is under restoration and has no valid MoT at 18th November, then you will need to apply for a vehicle integrety test at a vehicle testing station, not your local MoT centre. This is to prove that a vehicle meets the integrety requirments to be used on the road. The test is the same as you need, to have to put a kit car on the road. The test is more intenseive as to what and how it is tested. Once you have this test and your car falls in the exemption catagoury you wont need any further testing, however there is nothing stopping you from having a voluntary MoT test anually.

Well if the post above is true about the more intensive testing procedure(and I get the feeling I have been here before)a sensible person would make sure the car gets a standard MOT before that date.

Is customjob really suggesting that someone who completes the restoration of their 1903 Benz (or whatever) will have to modify it to meet the requirements of the Basic IVA test? Even though its age would mean it never had to comply again? Reference please?
