While looking for a alternative for a Epoxy Mastic( rust.co.)

Chap says it has the same properties as the leading brand, and you get a lot for your money.
If its good enough for under water line for boats, must be good enough for under cars!!

what do people think of this stuff.

Dunno about that, but I can highly recommend POR-15, it's a U.S. rust proofer which sets HARD. Use a cheap paintbrush when you apply it because the brush will be scrap after one use, it sets that hard. Also seal the tin with cling film before putting the lid on or else you will never open the tin again - it's good stuff!

black is the best and you will also need the Prep & Ready; don't bother with Marine Clean as this is just an expensive degreaser.

Painting over rust has never seemed a good idea to me, no matter what product used. Isn't it better to cut out the rust or at least kill it with acid before painting?

Les, that's what I've always thought aswell: remove the problem back to bare metal. Well with the POR-15 I did this with a wire brush and roughed it up, which is actually recommended to give the paint better adhesion.

Certainly you should try to get back to bare metal.
