I had this problem.

DVLA always lose the old V5's, they lost mine too (amazing coincidence hey?).... DO NOT SEND OFF THE ORIGINAL LOG BOOK!!!! It will not get returned.

Speak to them again and fill out a form to apply for another V5, they should waiver the £30 charge as it was them who lost it. I sent a photocopy of my old V5 off the second time, recorded delivery with the application for a new V5. Post office told me it was signed for... but guess what, they said they never received it. I think they just don't process them and they go straight into the bin.

It may be best to go down to your local DVLA centre, speak to a human over the counter and get it registered as historic at the same time.

I absolutely agree - send NOTHING - go and talk to a person face to face. Take all the documentation you still have - along with any pictures old or new. Good luck.

Go along to your local tax office - and show them everything. If that is the original reg number then i don't see why they can now make it non-transferrable.....but would you want to transfer it anyway?
