this may sound like a silly question, but have you found the screw to adjust the 'idle' speed?

if you locate the throttle lever (the one that moves when the accelerator pedal is pressed) you will find the the lever on the carb sits on the end of a screw. turning this screw clockwise means the engine will idle faster.

if that doesn't change anything, take a picture of the screw you're turning, and we'll tell you if you've got the right one. it's not unheard of for people to be turning one of the screws that holds the dashpot to the carb...

I would suggest that a workshop manual would be useful.

I've already suggested plug leads on wrong order - but could just be fouled up spark plug - or any of 1000 other reasons..... You need to tell us more - what happens if you rev up - does it run roughly? Does it run better if you pull the choke out slightly? You have pushed the choke back IN?? Worth checking if the choke is going OFF properly at the carb....
