Looked on ebay and some one is selling an engine with number plate and v5 is this legal

It's against Ebay rules to sell a V5 without a car; I don't know the legal situation.

As said if you look back, you will find that although against ebay rules, it seems its not actually illegal to sell or buy one..

IT IS NOT LEGAL !
The V5 is owned by the DVLA and shows the details and legitimacy of the vehicle and the identity of the keeper of said vehicle. The holder of a V5 is just that; a holder, not an owner and they have no right to sell it or pass it on without the vehicle concerned.
