If you search "shock absorbers" on this forum you will find lots of previous references but, in general, a straight 20 weight oil is recommended and, yes, the shock should be full.

Set the distributor at TDC or fastest tickover and adjust by road testing up and down your favourite hill.
Shock absorbers should be OK if they are not losing too much fluid.
Brake wheel cylinders should be checked by removing one brake drum at a time and checking that both cylinders are working (front) when pressing the brake pedal.
