bottom heater hose

hi i have a 1963 950 morris minor which recently blew a head gasket, i stripped it down and found the brass drain tap in the block didnt drain water from the block, i spent some time clearing this, i replaced the head with a new copper gasket,kevlar bypass hose, water pump, thermostat &housing also had the radiator checked by ni radiator services, the car runs well but the bottom radiator hose never gets warm is this normal, sorry for the long post, thank you in advance for your help michael

That's exactly as it should be ! The water has been cooled by the radiator.
