There are lots of opinions on high lift rockers, and it seems they are a bit like Marmite!!

If you have a set of standard rockers available, it would be worth changing the high lift ones as it can been done quite easily, but personally I would not go out and buy a new set of standard rockers. From experience with our 1380, which came with standard rockers and I changed them to 1.5 high lift after about 3,000 miles, I found the difference was that the engine hung on to the power curve longer with no noticeable difference to low/mid range torque. That was 12 years ago, and I am still very pleased!

If swapping them for standard does enough, OK, but I would think that until the cam is changed for something like a 276 (some have found a 286 in a 1380 is acceptable on the road), I don't think you are going to get the driveability that will give the best results overall.

Overall - I agree! But a cam change is quite difficult - rocker change is easy, and should be like 'going down one stage' on the cam. The main problem is undoubtedly the weber carb!
