It goes with the spoked steering wheel 1956 - 1963ish

Dont think its a horn push - theres no moving part in the middle from what I can see??

Didn't the early 948 cars have a 'stalk' on the steering column that had the horn push on that resulting in the wheel centre motive being merely a badge as in the photo?
