You will have to cut around the existing holes, making them slightly bigger, then make a metal insert to fit the shape that you end up with, and then butt weld together. To get the right shape make a paper template by pressing against the hole that you make. You will need to trim the work and probably skim with filler.

the smaller the better..
just remove the lip on the inside of the panel..
if you remove too much metal you will then have to reshape more

This will be quite a skilled job - to do it well, easy to make a real mess. So don't get into it unless you have the welding equipment and the skills.

if i remove the inside lip do i sut a circle of metal to fit the hole or put a plate at the back of it

In my first reply I suggested matching the metal to suit the hole,as i consider this to be the 'proper' way, but if you don't mind a load of filler in the front, you could patch from behind. the choice is yours! Bear in mind you might see a circular crack appear in time if you go for the latter.

Josh, these intergrip panel clamps might help you get the whole thing flat before welding up.
