brake cam adjusters

I seem to have inherited a mixture of adjusters on the brakes - 1 size has 8 steps while the other has 13 steps. Does anyone know which one goes with 7in shoes and which with 8in shoes

small head screw is 7 inch brakes and large head screw is 8 inch brakes
