What is the normal operation of the regulator, ie, does it open and close points on a regular basis like the fuel pump or only at a certain voltage and is there a check to see if it is working OK?

The cut-out - does as it says on the box - and cuts IN when the revs rise and OUT when they drop. The other bobbin is the regulator - it vibrates and sends an approximation of a variable signal to the field connection on the dynamo - thus varying the charge rate.
When an alternator is used what is the point of having the regulator can it be removed. If so where do the wires go.

The 'new cable' shown in light green can of course be the original small cable that ran from the Ign light to the D terminal on the Regulator. Either extend it - or strip it out of the loom and lead it to the Alt.
Mine isnt that thick and i have a 60amp alternator

It will only develop 60 amps - if you USE 60 amps - which seems unlikely unless you have an array of extra spotlights ? Best idea will be to double up on the original wire that lead to the dynamo large terminal.
i probably never will use 60amps i just went overkill to so that there was laods of reserve when everythings on. Iam fitting a radio tomorrow (my radiomobile k200) that prob wont even use an amp lol
