I would say that it depends on the condition of the mating srfaces of thermostat housing to head. If both are good, clean and flat then no sealant required. If however, as is normal, the thermostat housing is scruffy and nibbled at then I'd use a thin smear of hylomar or similar. You can rub the housing over some wet and dry to clean it up though - it all depends on how bad it is.

If the stud plating is a bit old/rusty then it's worth painting them. Also I'd fill the gap between the housing and studs with grease.
If you ever need to get it off again, you don't want the housing and studs to be corroded together.

In general, if a gasket needs holding in place while the component is fitted then definately use gasket sealer. The two which come to mind are the rocker box gasket and the Series MM themostat gasket.
