Paint problems - but not Morris's!

My everyday work vehicle is a 1987 Astra which is painted in a light metallic blue. When I bought it a couple of years ago the roof looked as though all the laquer had come off, it was without any sort of shine as was inclined to start rusting.
Since Christmas 'blisters' have appeared on the bonnet where the laguer has lifted - this is spreading fast!
Question is, if I flat it all back and refinish it (I think all the paint is going the same way) would the unblistered paint, once its covered with new, be likely to stay on, or continue blistering?

Continue blistering! Maybe if you take it all back to bare metal and then etch prime etc it would be ok. Could just paint it matt black for that 'rally' look!

Mmmm, sounds like an awful lot of work on an oldun, although thats got to be better than a matt black rallying Astra Estate
