Take a long piece of wire to whichever side is your battery earth, so positive in your case. The 12volts will come in through the single wire and feed the little soldered tip on the end of the bulb. You need to put your earth wire on the side casing of the bulb which is insulated from the tip where the power goes in... Leave the bulb in the holder, flashers turned on and basically poke your earth wire down the side of the bulb

Then you don't have 12v to the bulb. This needs to be 12v under load and not just static. Check the wiring to the lamp holder. Clean the bullets etc.....

Might these be at the end of the green wire as it fits into the housing assembly? I don't have a new one to look at (there is/was a liberal coating of waxoyl) and the bullet connection location is not apparent to me.
