i have a new old stock swivel pin, it has 2 holes for the steering arm

what model is it for please

The Wolseley 1500 uses the top position.

And the Minor the lower one. I imagine W swivelpins are even scarcer than M swivels- W owner may be crying in his beer because he can't get a swivel anywhere!
