The pump may be seized - does the diaphragm move up and down by hand ? Is there an obvious 'spark' at the points ? The points ha to be fitted 'by the book' otherwise it doesn't cycle properly.

Check that the pump feed is live and that the pump is properly earthed. If that is ok and still no joy it is easier to work on the pump out of the car, on the workbench. Empty any fuel out of the pump. If you have a 12V supply, eg a battery charger, connect one lead to the earth terminal and the other to the top terminal and if all is well it should tick madly. If you get a half movement of the throwover you need to follow the insructions in the manual to adjust the settings.
It might be a good excuse to buy a spare pump.

I have a pump that gave many years of service. Then one day the points wouldn't throw over, so I had to readjust the connecting rod to the diaphram. Just not something you think you would have to do to a pump already in service. It's still in service.
