Dunno - but rad design should ensure frost-free windscreen, so yes could be Scandinavian/

my guess would be either french or saab.
im not certain on the saab because of the 4 plug leads and wern`t they obsessed with 2 stroke twin cylinder engines around then?

Well at first I thought Jowett Jupiter but the side lights are not right and then I thought Borgward Issabelle but the engine is not right.

A clue may be gained by looking at the size of the standard radiator cap and comparing it with the size of the engine!

Awww! I was so close! Strangly enough it was the oil filler cap that provided the clue for me - nut it was something about the styling not the size.
