Hello Kim,
what are you trying to do. I'm not aware of any angle procedure for the torsion bars?
Basically you adjust the torsion bars to give the ride height you want. If the car is too low by a large amount the suspension arm needs to be taken off the splines and moved around (1 spline gives about 1 1\2" or 38mm difference in ride height) or if less by adjusting the plate at the rear of the torsion bar.

Ah ok - I alway's wondered if there was an official setting!ah ok the measurement is 17 inches from the botom of the large round hole in the inner wing to the centre of the lower link when at rest

I use 4 fingers width between the pivot hole in the bottom trunnion (when suspension is on bottom bump stop) and the free end of the torsion bar arm. You can use a lever but I use a jack to raise the torsion bar arm up to mate with the trunnion pivot pin. If using a jack it can jump out so make sure you allow for that!
