It seems rather odd. Why did they cut two holes and then block one up?

Another of those "keep all doors open for LHD conversion/export issues" probably. We don´t know if the original hole was against some or other regulation in some export market. The fun part is that it could have been really effective - if they had used both holes for the air intake :-).
