If you can weld a patch onto the inner wing and it's continuously welded (not just spot-welded) then an MOT examiner should be happy. As with all patches, whether or not it's a good and cost-effective long-term repair depends on how it's done. Simply welding over existing rust (the dreaded cover patches) will only work for a year or two until the rust eats it's way through the new metal.
