It's a additional charge for "victim support" - apparently added this year by the Home Secretary to all fines imposed. It's supplemantal because the fine itself has to take into account the means of the convict. It was brought in by legislation a few years ago, but only implemented this year ...I wonder what the £15 surcharge was for
