Have you tried cleaning the wheel, if its as bad as you say try using some nail varnish remover on a section and see if that helps to remove any of the grime, and yes its the later 2 spoke wheel you should have.

Dizz all seats are just attached at the front - just the drivers ones are adjustable (any one correct me if I'm wrong)
Another way of telling is the passenger seats' backs fold down and the seat rolls forward (ideal for having a large flat place to transport boxes) while the drivers seat's back doesn't fold down, only the seat tips forward.
I'm talking of Late LCV seats anyway.

Yes - the folding passenger seat was an LCV item. Not sure if it was an optionala extra in cars, or was just an aftermarket addition.I'm talking of Late LCV seats anyway.
I fitted one in my first Minor, and have one for my latest Minor.. awaiting fitting..

Yeah, I've been pondering over htis as the 2-door Traffy Blue Sallon I found for my dad has two folding seats in the front, and they both slide back and forth on rails which use the normal mounting holes. The seat covers even match the rest of the car.

ah - now those are not what I was reffering to!two folding seats in the front, and they both slide back and forth on rails
The LCV passenger seat back folds down onto the seat base, then when you lean the seat forward it fits under the dash, completely out of the way (instead of the seat back hitting the windscreen when it's half way forward).
My 58 has folding seats on sliders (ex disabled car) which look like series 2 seats. I would guess these are the same as your dad's.

I dug out an old Newton Commercial catalogue, and covers are available for folding seats up to 1964. The later heat-formed ones are not available as folders, so I presume Morris stopped making them... 
They were also available for the LCV - seems you learn something new every day!
