Will it be OK if I rub off the patches of rust and just touch them up? It is only light rust but i'm not sure how quickly it will come back

The rust on mine came back within a year after rubbing it down, zinc primer and (brushed) topcoat.

The trouble with the grill is that the inside of the white grill acts as a bit of a rust trap. A permanent job would probably need a new grille, as there is a lip on the inside that traps rust and its really hard to get a wire brush in there properly.
The rust has probably come through from the inside!
Doing as you say as a quick pre- rally season tidy up is good idea though. Put the smile back on your car! ;)

Nice simple 'fix' - put your L-Plate over the rusty bit

Tris, try rubbing as much as you can off, then use a rust converter, then zing primer, should keep it at bay for a while!

Don't they just change to a green 'P' for 12 months now? No such thing when I passed my test, mind you cars had only just been invented.
p.s. I'm actually not THAT old (31) and I passed my test in a new 'G' reg 1990 Golf.

Just use white hamerite, it last for ages and if you get any chips just touch it up again.

Or get a rotary wire brush for the drill, will make it much easier to get back to bare metal...just wear goggles!

Or of of these on a grinder will quickly remove rust, paint, filler and any thin/ pitted metal (use v carefully!)
again, be sure to wear goggles/face shield, leather gloves and a decent overall.
