Ideally, strip the paint off and then etch primer, etc. Otherwise, definitely rub down before painting - this black paint often doesn't adhere very well, and it's awfully annoying to find in a year or two that your new panels are covered in rust bubbles (voice of experience here...)

One suggestion, further to the above two posts - there must be a reliable electrical supply to the alternator to properly energise it. I've used one of these on my Traveller for the last year or so - I reckon it'll last another season and it does a pretty good job - it does hang rather close to the ground though, so if you're parking on a muddy surface a lot of mud gets splashed onto the lower edge of it during heavy rain https://w...
