Either you need a new float valve in the carb, or new valves in the pump, or the pump diaphragm has sprung a leak.

Usually it is dirt in the float valve, or a worn valve that causes this. Or the float itself has sprung a leak so it doesn't close the valve (not uncommon on the old brass floats). I would check the float unit first, beore pulling the pump to bits.....

Observe all precautions for dealing with petrol - good ventilation, no sparks, suitable container etc.

Remove the end of the flexible fuel pipe from the carburettor and direct into a container. Switch on the ignition, observe petrol flowing into the container. Place your thumb firmly over the end of the pipe to make a seal. If the pump stops ticking then that is OK and the problem is in the carb - valve or float. If the pump continues to click when no petrol is flowing, then it is a problem in the pump. Switch off ignition, reconnect the pipe and pour the petrol back into the tank.

At least you will now know which item needs attention.
