If they do not work on dip or main beam then you need to check all the earth connections (black cables) and the feed to the light switch and blue cable to the dip switch. Check the dip switch by disconnecting the blue cable and connecting it straight to the blue/red and blue/white cables
First check for me would be at the switch on the dashboard - wires may be disconnected . Have the headlights EVER worked - or is this a long term problem?
If your side lights work then the blue/brown feed to the light switch is okay.
Check to see if you have 12v going out from the light switch on the blue.
If you have, check the dipswitch as Mike says. If not, your light switch is at fault.
Have you used a test light to check each connection particularly the bullet connectors?
Do the lights work when you connect the blue cable to the blue/white or blue/red cables at the dip switch.
Check the connections on the back of the light switch:- brown/blue feed T4, red/green side/tail T1, blue headlight T8

Blue/red is dip beam only - blue/white is main beam. Is there power at blue/white -try flipping the dip switch a few times while you check. Is there any power at the blue cable at the dip switch??
or upgrade to halogen light units. Of course - in France you need right-hand dip units... I'm sure you will find them on sale in France - at any Mini supplier.
For the size, could you tell me if the 7 inch is ok for my traveller, because when I size up the headlamp in france it's 19 cm, and for me 19 cm = 7.5 inch...
The 7" size is pretty much a World standard - like the 14" wheels - tyres are almost all still made in Imperial sizes, although we are supposed to refer to them as 'size 14' and not to use the hated Imperial dimension.
