Are you talking about the original type filter? I assume so as you mention a bolt and spring. You really need to be under the car to push the filter housing in place, with the bolt, and all the associated washers etc. in place and not letting the bolt fall out. Thus you should be able to get the bolt to bite to the point where you can let go holding the filter in place and carefully tighten up the bolt, ensuring the filter case stays aligned with the filter head. Make sure the rubber sealing ring is correctly fitted in the filter head too.
