Who said anything about the public highway or in the UK? I'm sure these are all tests conducted on a private road, I know mine were!
According to a GPS my speedo is spot on at 50, but above that starts to underread progressively worse. By an indicated 70 I'm doing 75....
...which is why it unnerves me that the valve-bouncing top speed my minor did on it's presumed standard 1098 was a deeply terrifying indicated 90mph* (down a *really* steep hill). I can't say that the experience was fun, the handling had completely disintegrated by this point; but it did have a degree of entertainment - the faces of those I passed
* it may have been 95, I don't exactly recall.
