I think the front end shunt theory may hold water (unlike the radiator) The bumper is at different levels OS and NS judging by the proximity to the headlamp screws.

Rob that looks to be one hell of a large heater hose !

Maybe an air hose from the rad to feed a dribble of hot air in?

I would suggest that the large pipe mentioned above is the two heater pipes bound together. See BMC Wksp Manual - Section S for details.
Fitting the heater to the car in question was a optional extra (fitting kit 300553) so pipes and other fitments might not be fitted/positioned exactly the same for every car.
