as regards minor rear screens, you can get 12v heater/blowers like these:

I have one** in my eurobox at the moment as the heater motor doesn't work (french car - it's very common on 307 and 206 apparently..) and it does melt the ice, albeit slowly, and the plug overheats in 15 minutes...

A friend had a similar unit n the back window of her Minor (which is what I bought mine for) - if used infrequently* it's not going to flatten the battery.

*assuming you don't flatten the battery anyway, e.g. by getting stuck in stop start traffic for an hour a day with heater, wiper and lights on and not charging it back up occasionally.

** similar to the above, but not identical - the one above was for illustration, not for recommendation. Mine works fine apart from overheating the plug, this one may, or may not - you decide!

I'd definately go for a chemical solution, either cut potato or something more hi-tech like the Halfords stuff or the one Rainex do, leave at least one side widow untreated to attract the moisture and see how effective they are.

Go for fibreglass bumper valences (links below), they're just as good, they're cheaper than steel and once they're painted you won't notice the difference.
I don't, plus they won't rust. (Mind you avoid fibreglass wings, they are definitely not as good as steel ones.)
If you do though, don't forget to drill out the holes for the blade before you get them painted.
