I notice that, in Declan-Burns photo, the tensioner appears to be attached to the block with two bolts. Do the holes for these bolts exist on the Minor engine or do they have to be drilled, and possibly tapped?

They exist already. But you do need to drill a small blind hole for the head of the pivot rivet.....although some one (sorry - can't remember who now) came up with an alternative to save that drilling....
