Spotted in 2009 in North Wales

I saw this Traveller in a sad state somewhere in North Wales in 2009, can't remember exactly where. According to DVLA it last issued a logbook for it in 2015 and is currently SORN, and I was just curious if it belongs to anyone on here, and if so are you planning to restore it?
