Fitting sill strengthening panel

I’ve read previous posts but couldn’t find one describing the fitting.
I’m fitting new floor and outer edge sill panels. Can this be fitted to the new floor (with inner sill and step) beforehand or applied after new floor is in? It’s quite a beast at 2mm.

I believe that both is possible.

I fitted mine to car first so I knew it would fit. I’ve seen pictures of restorers slotting in the complete floor/sill unit and can see how this makes welding much simpler (no underneath stuff). I guess they do a fit and screw together with self tappers before removing to weld.
