Differential pinion

When fitting new bearings to the diff pinion whats the concencus of opinion about setting the preload, with or without the seal. The seal is of course going to create a bit more load.

The manual says 11 to 13 in/lb as preload. Is it best to set this without the seal, remove the nut, fit the seal and nip it back up, or measure the resistance of the seal with no bearing load and then add this onto the figure.

I assum if I wind some strung arouund the smaller part of the pinion flange with I think is about 1" radius then I am looking for 11 to 13 lbs of steady pull there.

Grateful for some thoughts.
