On the older cars with an open draught tube, the direction of air flow in the hose to the rocker cover from the carb may be in both directions depending on whether the car is moving enough to draw fumes out of the draught tube. I see in this application the oil fill cap has been changed to the older metal one that most likely lets air in so there should be free crankcase ventilation. There's a possibility that there is too much air and it may be running lean without the later oil fill cap that controls the amount of incoming air but if there is some blow by from combustion, it doesn't matter.
