The voltege Reguletor not pass voltege to ignition

Hi today when i go to start the car Ignation not work - battery was 12.3 v - not work horn - not work light - ok then i bring a wire put it on the battery + and put to horn then it work - next i chack- A1 -and - A -of voltege reguleror -A- show 12.3 volt but A1 show 4 or 5 volt - now what i musd do

there is a bad connection .... Or the connection on the back has corroded ... meantime just join the two connections and see if all is ok.
